Waldomore Roof Replacement & Restoration


The contract signing took place today (November 20, 2012) at 2pm to authorize N.F. Mansuetto & Son's Roofing from Martins Ferry, OH in the amount of $264,385. City Manager, Martin Howe and Gene Ochap, VP of Mansuetto were present to sign the contracts. Immediately following the contract signing MSES Consultant's, Larry Rine, conducted a Pre-Construction Meeting to review the project in its entirety with Mansuetto Roofing, City of Clarksburg, Clarksburg-Harrison Public Library and the Mills Group. The Mills Group from Morgantown, WV is representing SHPO as the on-site project manager as their liaison to ensure that the historical integrity of the project is maintained. The Clarksburg-Harrison Public Library applied for and received a grant from SHPO this past year in the amount of $138,975.

Now that the contracts have been signed by all parties, the contractor will be able to move forward with final design and submittals. These submittals will be required to be processed by theSHPO. Upon approval of the submittals, the materials can only then be ordered by the contractor. The Notice to Proceed will be issued to the contractor as a construction starting date of March 4, 2013. If and only if the weather permits for construction prior to March and all the materials are received; Mansuetto may be able to begin the project with consent of the City of Clarksburg. The completion date shall be no later than June 3, 2013.

City Manager, Martin Howe, stated "We look forward to this project being started and completed. This is a building that the City owns and is responsible to ensure that we protect the Historical integrity". While Jennifer Armistead, Director of the Clarksburg-Harrison Public Library stated "that we are so excited to get the roof on the structure to stop the leaking and any potential damage, which will lead to more restorations to the interior of the Waldomore".

The project's engineer/architect is MSES Consultant's and Blackwood Associates. A Request for Qualifications was solicited prior to the bidding, which a committee reviewed the qualifications of the contractors to determine which contracting companies were eligible to bid on the project. The bid opening was held on Wednesday, October 31, 2012 with three contractor's submitting bids. Clarksburg City Council awarded the bid on Thursday, November 1, 2012 in the amount of $264,385.
