Active Shooter Drill Prepares Highland-Clarksburg Hospital for Worst Case Scenario

Clarksburg, WV — On Tuesday, November 7th, members of Clarksburg Police Department, Clarksburg Fire Department, Harrison County EMS, SWAT Team, Harrison County Bureau of Emergency Services and Office of Emergency Management, responded to Highland-Clarksburg Hospital (HCHI) for a live, active shooter drill.

First responders rushed into the hospital following a simulated 911 call reporting active shooters entering the facility. Officers responded to the hospital and took the mock gunmen into custody while Paramedics, EMTs and Firefighters triaged, treated, and prepared the wounded for transport as well as extinguished fires.

During the drill, and real-time simulated response, 25 people were “shot” resulting in injuries and mass casualties. Clarksburg PD and SWAT secured the scene and “apprehended the suspects” for the fire department and EMS first responders.

The scenario, which began at 06:31 and lasted just over 3 hours, was planned by Carrie Russell, Environment of Care, Life Safety and Emergency Management Coordinator for HCHI in coordination with Steve Moser, Clarksburg Police Department. This drill was the first active, hands-on exercise to be conducted at a behavioral health hospital in West Virginia. There were approximately 40 staff members who participated, either by “acting” or playing a role in Incident Command.

“While we hope nothing like this ever occurs, we feel it important to be prepared and to train our staff in the event something like this would happen in the future,” said Mike Casdorph, CEO of Highland-Clarksburg Hospital.

“Active shooter incidents are on the rise nationally and we found it to be important to do this training. Conducting and planning for this exercise has allowed us to assess our emergency response, inter-agency coordination, and recovery efforts in such an event,” said Shannon Putnam, Incident Public Information Officer and Director of Marketing for HCHI.
